August saw a more active and varied month for planning across the ward, with several substantial redevelopment proposals alongside a number of Section 73, non-material amendment and householder applications. A recurring theme was the need to distinguish between amendments of little planning consequence and proposals that introduce genuine new impacts on neighbouring amenity, trees or parking.
Notable new applications included the redevelopment of 31 Brudenell Avenue with two substantial four-level houses; a substantial extension at 1 Chester Road within the Conservation Area; and the first-floor extension at 5 Cliff Drive, where the proposal appears to rely upon the future removal of a protected tree on the adjoining site.
Several variation applications also warranted closer scrutiny. At 34 Buccleuch Road, BPCCRA has objected to the revised flat mix because the applicant’s own transport assessment identifies a shortfall in visitor parking. At Rockwater, Branksome Chine, the applicant is seeking to make previously temporary later opening hours permanent, while at 8 St Clair Road an otherwise acceptable replacement dwelling raises a specific drainage issue within the Cliff Stability Consultation Zone. Other amendments reviewed during the month were considered sufficiently limited that no Association response was warranted.
BPCCRA will continue to review applications and decisions carefully, commenting where proposals raise concerns over scale, design quality, neighbour amenity, trees, biodiversity, heritage or the wider character of the ward.
